Before you book
That comes down to the deeds rather than the old rule about which side the posts are on. We are happy to talk it through, but the boundary itself is between you and your neighbour.
Generally a rear garden fence up to two metres is permitted development, and one metre next to a highway. Listed buildings and conservation areas in Bath have tighter rules, so check with the council if in doubt.
Yes, where the posts are sound. If the posts have rotted at ground level we will say so, because new panels on failing posts is money spent twice.
